he record made before the IDOT when that record is viewed as a whole to support the IDOT's finding that Officer Lehman had reasonable grounds to believe that Missman was operating a motor vehicle while under the influence of an alcoholic beverage. We therefore affirm the district court ruling upholding the IDOT's decision.
