Judge Collins's legal conclusion that Sivertsen was subjected to an investigative stop. The State has conceded that there was no basis for this stop. Thus, Judge Collins correctly granted Sivertsen's motion to suppress the evidence obtained as a result of this investigative stop. The judgment of the district court is AFFIRMED.
