which apply here. Insofar as a Salt Lake City ordinance allowed travel against the flow of traffic, this ordinance conflicted with state law and was invalid. Moreover, the court of appeals' decision did not implicate Hansen's due process rights because the decision did not deprive him of any property or liberty interests. Finally, Salt Lake City was not a necessary party in this action.
We affirm.
